Minister Catherine Martin launches Online Consultation on pilot Basic Income for the Arts

The pilot is set to open for applications early this year and will be available for artists and creative arts workers to support their practices
This online consultation offers the public the opportunity to feed into the policy development underpinning the pilot scheme
Today (Thursday, 6 January 2022) Catherine Martin TD, Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media launched an online consultation on the Basic Income for the Arts (BIA) pilot scheme to elicit the views of artists, those working in the arts and culture sector and the public.
The online consultation opens today and is available for response here until the consultation closes on 27 January 2022.
The online consultation follows a successful stakeholder forum on 15 December that saw over 150 participants from 50 artists and arts workers resource and representative bodies come together to discuss the proposal and provide their views and feedback to the Minister and her Department.
As Minister with responsibility for arts and culture, Catherine Martin TD said:
“I encourage everyone interested to get involved in the online consultation for the Basic Income for the Arts pilot. Your views will help shape the final design of the pilot when it rolls out in the coming months. This is a once-in-a-generation policy intervention, a measure that I believe will redraw the landscape for the arts for hopefully many years to come. Our culture and the arts are a fundamental expression of who we are as a nation. Our rich cultural heritage is one of our greatest assets, and our artists weave a sense of identity, creativity and belonging into the fabric of our communities. The intrinsic societal value of culture and the arts was particularly evident during the pandemic, where it provided colour, light and hope in uncertain times.”
Minister Martin established the Arts and Culture Recovery Taskforce in 2020 as a response to the pandemic, and to provide a platform for solution-focused recommendations for the recovery of the arts and culture sector. The number one recommendation of the taskforce was the introduction of a basic income for the arts pilot scheme.
Minister Martin added:
“I have allocated €25m in 2022 for the pilot basic income scheme for the arts. This is a key priority for me and my Department. I am determined to ensure that permanent damage is not done to the arts sector from the pandemic and that the basic income pilot scheme helps to ensure that the arts in Ireland come back stronger than ever.”
The purpose of the online consultation is to ensure that the general public, artists and those working in the arts and culture sector have the opportunity to contribute to the policy development for the pilot scheme and to offer suggestions from their experiences as artists, arts workers and members of resource organisations on key issues such as the schemes objectives, eligibility criteria, supporting emerging artists and participant responsibilities.
The Basic Income for the Arts pilot scheme will be launched in the coming months. Further details will be published on the Department’s website after the feedback and input from the online consultation is assessed and finalised.

Osclaíonn an comhairliúchán poiblí inniu agus beidh sé ar fáil le freagairt anseo go dtí go ndúnann an comhairliúchán ar an 27 Eanáir 2022.
Tagann an comhairliúchán poiblí i ndiaidh fóram rathúil leis na geallsealbhóirí ar an 15 Nollaig inar tháinig os cionn 150 rannpháirtí ó 50 comhlacht acmhainní agus ionadaíochta ealaíontóirí agus oibrithe ealaíon le chéile chun an togra a phlé agus a dtuairimí agus a n-aiseolas a thabhairt don Aire agus dá Roinn.
Mar Aire ar a bhfuil freagracht maidir leis na healaíona agus an cultúr, dúirt Catherine Martin TD:
“Spreagaim d’aon duine a bhfuil suim acu anseo le bheith páirteach sa chomhairliúchán ar líne maidir leis a gclár píolótach um Bunioncam do na hEalaíona. Cabhróidh bhur dtuairimí chun cruth a chur ar dhearadh deiridh an chláir phíolótaigh nuair a chuirtear ar fáil é sna míonna romhainn. Is idirghabháil beartais uair sa ghlúin atá anseo, beart a chreidim a chuirfidh cruth nua ar an tírdhreach do na healaíona le blianta le teacht. Is léiriú bunúsach ar cé muid féin mar náisiún atá inár gcultúr agus sna healaíona. Tá ár n-oidhreacht chultúrtha shaibhir ar cheann dár sócmhainní is fearr, agus snoíonn ár n-ealaíontóirí braistint féiniúlachta, cruthaitheachta agus muintearais i gcreatlach ár bpobail. Bhí luach intreach sochaíoch an chultúir agus na n-ealaíon an-soiléir le linn na paindéime, nuair a sholáthair sé dath, solas agus dóchas in amanna neamhchinnte.”
Bhunaigh an tAire Martin an Tascfhórsa Aisghabhála Ealaíon agus Cultúir in 2020 mar fhreagairt ar an bpaindéim, agus chun ardán a sholáthar le haghaidh moltaí dírithe ar réiteach le haghaidh aisghabháil na hearnáil ealaíon agus cultúir. Ba é an moladh ba mhó a tháinig ón tascfhórsa scéim phíolótach um bunioncam do na healaíona a thabhairt isteach.
Dúirt an tAire Martin freisin:
“Tá €25m leithdháilte agam in 2022 don scéim phíolótach um bunioncam do na healaíona, is príomhthosaíocht atá anseo dom féin agus mo roinn. Tá mé diongbháilte a chinntiú nach ndéantar damáiste buan d’earnáil na n-ealaíon ón bpaindéim agus cabhraíonn an scéim phíolótach um Bunioncam lena áirithiú go dtagann na healaíona in Éirinn ar ais níos láidre ná riamh.”
