Tacaíonn Fís Éireann le forbairt scileanna don earnáil scáileáin i gcoitinne in Éirinn tríd an Scéim Mhaoinithe Pháirtithe Leasmhara Scáileáin.

Mar Gheall ar an Mhaoiniú

Dámhann an Scéim Mhaoinithe Pháirtithe Leasmhara Scáileáin maoiniú faoi dhá ghné.  

Gné 1
  • Suas go dtí uasmhéid €30,000 do pháirtithe leasmhara chun réimse gníomhaíochtaí a sholáthar a thacóidh leis an earnáil scáileáin in Éirinn thar thréimhse 6–12 mhí.
Gné 2
  • Suas go dtí uasmhéid €60,000 do pháirtithe leasmhara chun aon chlár forbartha scileanna amháin, a bheidh d’ardchaighdeán agus tathagach, a fhorbairt agus a sholáthar gur dóiche go mbeadh tionchar suntasach aige ar earnáil an scáileáin in Éirinn thar thréimhse 6–12 mhí.  

I ngach uile chás ní chuirfear tacaíocht ar fáil ach amháin má chomhlíonfaidh an t-iarrthóir na critéir dhochta agus na dálaí diana atá leagtha amach thíos. 

Cé Is Féidir Iarratas a Dhéanamh

Ní mór don iarrthóir a bheith ina pháirtí leasmhar in earnáil an scáileáin, macasamhail eagraíocht earnála, cuallacht earnála, fiontar sóisialta nó soláthraí traenála le dea-theist láidir i dtionscnaíochtaí scileanna d’earnáil an scáileáin. Is féidir leis an bpáirtí leasmhara bheith bunaithe in Éirinn nó bunaithe go hidirnáisiúnta ach ní mór go dtarlóidh an ghníomhaíocht bheartaithe uile go príomha in Éirinn, nó seachas sin ar líne do rannpháirtithe Éireannacha, agus thar aon ní eile ní mór go rachaidh na gníomhaíochtaí uile chun tairbhe don earnáil in Éirinn. Imfhálófar sciar suntasach den chiste bhliantúil iomlán i gcomhair iarratasóirí páirtithe leasmhara atá lonnaithe in Éirinn. Spreagtar páirtithe leasmhara Eorpacha agus Idirnáisiúnta áfach, a bhfuil tairiscintí atá ar thús cadhnaíochta sa domhan acu, iarratais a chur isteach. 

Is féidir le féilte na hearnála scáileáin atá lonnaithe in Éirinn iarratais a chur isteach do ghníomhaíochtaí atá taobh amuigh de chroí na féile agus do ghníomhaíochtaí nár mhaoinigh Fís Éireann cheana. Níl an scéim ar oscailt do chuideachtaí léirithe, do choláistí tríú leibhéal, ná do Chomhlachtaí na hEarnála Poiblí. 

Ní mór gurb ionann an t-iarratasóir agus cuideachta atá go huile is go hiomlán corpraithe agus cláraithe. 

Riachtanais Iarratais

Is féidir an maoiniú a bhronntar a úsáid d’aon cheann de na tionscnaimh forbartha scileanna seo a leanas, nó dóibh uile, a rachaidh chun tairbhe don earnáil níos leithne in Éirinn:

  1. Forbairt agus Soláthar cúrsaí, imeachtaí, máistir-ranganna, ceardlanna, seimineár nó seimineár gréasáin (aghaidh ar aghaidh nó ó chian/ar líne) a rachadh chun leasa na hearnála go forleathan in Éirinn.
  2. Ag óstáil comhdhálacha, cainteanna painéil nó imeachtaí líonraithe struchtúrtha (aghaidh ar aghaidh nó ó chian/ar líne) a rachadh chun tairbhe don earnáil go forleathan in Éirinn.
  3. Soláthar deiseanna meantóireachta, deiseanna scáthfhoghlama, deiseanna maidir le seomra scríbhneoirí, nó tacaíocht shainchomhairleachta atá éagsúil leis na cláir atá ag Fís Éireann nó ag na hAcadaimh Náisiúnta Tallainne cheana, nó le tionscnaimh cosúil le scéim na Meantóireachta Scáileáin.
  4. Bailiú sonraí; anailís ar riachtanais scileanna; agus/nó ar fhorbairt creataí inniúlachta don earnáil in Éirinn.
  5. Soláthar tionscnamh nó gníomhaíochtaí lena dtacaítear le hiontrálaithe nua rochtain a fháil ar an earnáil scáileáin, agus lena gcuirtear deiseanna uasoiliúna ar fáil dóibh siúd atá san earnáil cheana féin, tacaíochtaí dóibh siúd ar mian leo aistriú chuig an earnáil nó filleadh uirthi, agus tacaíochtaí chun coinneáil agus folláine an lucht saothair a fheabhsú san earnáil.
  6. Cuireann Fís Éireann fáilte ar leith roimh iarratais le haghaidh imeachtaí/gníomhaíochtaí atá ailínithe le haon cheann de chuspóirí Phlean Straitéiseach Fhís Éireann “Fís Athnuaite 2025–2029”, go háirithe iad siúd a thugann aghaidh ar chroí-riachtanais agus ar chroí-dhúsláin chórasacha / earnála.

Ba chóir go dtabharfadh na gníomhaíochtaí a mholfar san iarratas aghaidh ar cheann amháin de na téamaí tosaíochta a leanas ar a laghad:    

  1. Gairmeacha Beatha i dTionscal an Scáileáin do Dhaoine Óga agus Cláir don Idirbhliain (Next Gen) 
  2. Cuideachta/Forbairt Gnó/Fiontraíocht/Saorobair 
  3. Maoin Intleachtúil Chruthaitheach agus Maoin Intleachtúil a Ghiaráil 
  4. An Teicneolaíocht atá ag Teacht Chun Cinn agus a Bheidh ann sa Todhchaí/Léiriú Fíorúil/Intleacht Shaorga 
  5. Inscne, Cothromas, Ilchineálacht & Cuimsiú 
  6. An Ghaeilge mar theanga 
  7. Forbairt ar bhonn Náisiúnta/Reigiúnach 
  8. Róil Tosaíochta um Bearnaí Scileanna (róil a thugann aghaidh ar bhearnaí suntasacha scileanna i réimsí amhail Rannóg na gCuntas, Stiúrthóirí Cúnta, Suíomhanna, Comhordaitheoirí um Chaidreamh Collaí, i measc réimsí eile mar atá liostaíte thíos. 
  9. Inbhuanaitheacht/Táirgeadh Glas 
  10. Gairmeacha Beatha Inmharthana (ina áireofar Ag Feabhsú Chultúr an Ionaid Oibre, folláine agus sábháilteacht, postroinnt, oibrithe atá ag filleadh agus coinneáil an lucht oibre) 

Sa bhabhta seo (Babhta 8) spreagaimid go mór mór iarratais a thabharfaidh aghaidh ar chroí-dhúsláin chórasacha lastigh den earnáil, a mbeidh tairbhe níos leithne san earnáil acu má thabharfar aghaidh orthu, ina áireofar dul chun cinn gairme, Bearnaí Scileanna an-tábhachtacha, tionchar Náisiúnta agus ICIC (Inscne, Cothromas, Ilchineálacht & Cuimsiú, ina áireaofar fáil ag an phobal air). D’imeachtaí a reáchtáltar go bliantúil spreagaimid léiriú ar chomhchistiú agus ar dhul chun cinn i dtreo inbhuanaitheacht airgeadais. 

Ba cheart do na páirtithe leasmhara aon táillí is gá, agus a bhaineann le dearadh an chláir, a chur san áireamh sa bhuiséad.

Go hiondúil ní chóir go ngearrfaí aon táille orthu siúd atá ag freastal ar aon ghníomhaíocht a thacaítear tríd an Scéim Mhaoinithe Pháirtithe Leasmhara Scáileáin, ach amháin má aontófar sin roimh ré le Fís Éireann. Nuair a ghearrfar táillí ba chóir machnamh ar fháil agus ar inacmhainneacht a dheimhniú do rannpháirtithe. Ní mór don Pháirtí Leasmhar aonair na hiarratais go léir a phróiseáil agus an páipéarachas uilig a bhainistiú (aiseolas agus luacháil don Tuarascáil Dheiridh san áireamh) don ghníomhaíocht. Nuair a bheidh an páirtí leasmhar ag cur áiteanna do ghníomhaíochtaí i leataobh ní mór dó cur chuige cothrom agus trédhearcach a léiriú a bheidh bunaithe ar chritéir dhochta a chaithfidh a thabhairt do Fís Éireann sula ndéanfar aon roghnúchán.  

Go ginearálta, ní bhronnfar ach aon Dámhachtain Mhaoinithe amháin de chuid na bpáirtithe leasmhara Scáileáin ar aon pháirtí leasmhar ar leith in aghaidh an bhabhta. Is féidir go ndéanfar eisceacht sa chás go soláthróidh eagraíochtaí, ag a bhfuil cuntas teiste láidir maidir le tionscnaimh a chur i gcrích go rathúil, tionscnaimh lena bhfuil tábhacht straitéiseach don earnáil. Má bheidh sé i gceist agat níos mó ná iarratas amháin a chur isteach sa bhabhta seo caithfidh tú seo a phlé le Fís Éireann chun tosaigh ar an iarratas a dhéanamh; gabh i dteagmháil le stakeholders@screenireland.ie más é do thoil é. Dícháileofar iarratas láithreach má dhéanfar aon iarracht dul i gcion ar bhall painéil.    

Caithfidh iarrthóirí sonraí mar aon le torthaí a chur ar fáil faoi gach iarratas eile a rinneadh d’fhoinsí maoinithe eile. Muna ndéanfar sin d’fhéadfadh tarraingt siar tacaíochta bheith mar thoradh air.  

Ní dhéanfar iarratais neamhchríochnaithe a mheas. D’fhéadfadh eolas contráilte moilleanna a chur ar phróiseáil iarratas. Ní ghlacfar le hiarratais iardhearcacha. 

An Dóigh le hIarratas a Chur Isteach

Caithfidh iarrthóirí an fhoirm iarratais a líonadh agus á cur isteach ar líne um an spriocdháta.  

San iarratas ní mór dó mhiondealú iomlán ar an ghníomhaíocht agus ar na buiséid a bhaineann leis an fhorbairt scileanna mholta a bheith san áireamh. Mar threoir ghinearálta, níor cheart go mbeadh costais riaracháin/forchostais an chláir níos mó ná 15% den bhuiséad iomlán.  

Fógrófar cinntí maoiniúcháin faoi lár mhí Iúil 2026. Bunófar cinnidh ar na critéir agus ar an scóráil (as 100) a leanas:  

  • Tuiscint a fháil ar na dúshláin/na fadhbanna/na riachtanais/na bearnaí scileanna lena rachfar i ngleic, le fianaise tacaíochta (25)
  • Cáilíocht, ábharthacht agus luach ar airgead na ngníomhaíochtaí beartaithe (25)
  • Torthaí agus tairbhí don earnáil (an chaoi a dtugann an t-iarratas aghaidh ar cheann amháin nó ar níos mó de na bunthéamaí tosaíochta) (25)
  • Cuntas teiste an Pháirtí Leasmhair maidir le gníomhaíochtaí scileanna, tionscnaimh agus tacaíochtaí don earnáil chomh maith le córais agus próisis iomchuí um rialachas agus tuairisciú (25)

Chomh luath agus a chuirfear iarrthóirí rathúla na scéime ar an eolas tosóidh Fís Éireann ag próiseáil na n-íocaíochtaí bronnta. Tá eolas ar an chur chuige íocaíochta thíos.  

Socrú Conraidh & Íocaíochtaí 

Íocfar an bronnadh ar bhonn tráthchodanna agus comhdhéanfar de dhá nó de thrí thráthchuid é ag brath ar fhad chlár na ngníomhaíochtaí. Íocfar an chéad tráthchuid suas go dtí 30 lá i ndiaidh comhlíonadh an phróisis chonartha (ar fháil an chonraidh shínithe agus na cáipéisíochta iarrtha). Ní phróiseálfar íocaíocht go bhfaighfear an cháipéisíocht iarrtha uilig. Ba cheart an próiseas conraitheoireachta a chur i gcrích faoi dheireadh mhí Mheán Fómhair 2026 nó roimhe sin. Beifear ag súíl go mbeidh sé ar chumas iarratasóirí rathúla conraitheoireacht a chomhlíonadh lastigh de thrí mhí ó fuarthas tairiscint. 

Íocfar an tráthchuid dheiridh (20% den mhéid bronnta) nuair a chuirfear tuairisc dheiridh (tuairisc chostais agus tuairisc insinte) isteach ar chomhlíonadh na gníomhaíochta uilig a dhéanfaidh machnamh ar an ghníomhaíocht a soláthraíodh (cuirfear teimpléad ar fáil). D’fhéadfadh go bhfoilseofar sleachta ón Tuarascáil Dheiridh ar láithreán gréasáin Fís Éireann agus ar chainéil na meán sóisialta le cead an pháirtí leasmhaire.  

Caipéisíocht chonarthach a mbeidh gá leis:  

  • Cóip theastas Ionchorpraithe na hEagraíochta, bhunreacht cuideachta agus cóip rún a bhoird stiúrtha a údaraíonn glacadh agus cur i bhfeidhm an Chomhaontaithe 
  • Teastas dheimhniú imréitigh cánach don Eagraíocht atá cothrom le dáta nó uimhir chána chláraithe agus rochtana
  • Creatlach oibre agus buiséad faofa
  • Fianaise pholasaí árachais a chlúdóidh an ghníomhaíocht sa mholadh (íoschlúdach riachtanach, dliteanas poiblí slánaíochta fad a bheidh na gníomhaíochtaí ar siúl a leagfar amach sa bhuiséad agus/nó sa phlean oibre le teorainneacha nach bhfuil níos lú ná €6,500,000 mar aon le dliteanas fostóra le teorainneacha nach bhfuil níos lú ná €13,000,000)
  • Dearbhú go bhfuil an Eagraíocht cláraithe le Biúró Náisiúnta Grinnfhriosrúcháin (más bainteach) de réir na n-Achtanna um an Bhiúró Náisiúnta Grinnfhiosrúcháin (Leanaí agus Daoine Soghonta) 2012 go dtí 2016
  • Sainorduithe bainc atá forghníomhaithe go hiomlán maidir le cuntas bainc na hEagraíochta

Coinníollacha Eile

Forchoimeádann Fís Éireann an ceart chun maoiniú a chur ar fionraí nó a chealú sa chás, dar leis, nach bhfuil páirtí leasmhar rathúil ag baint amach an tiomantas riachtanach don chlár scileanna/oibre.   

Forchoimeádann Fís Éireann an ceart chun athbhreithniú a dhéanamh ar an mhéid a bronnadh nuair atá sé sásta gur cuireadh eolas contráilte ar fáil. 

D’fhéadfadh go mbeadh ar pháirtithe leasmhara a ndámhfar maoiniú orthu tabhairt faoi chúrsaí oiliúna a eagróidh Fís Éireann ar ábhair ina n-áirítear b’fhéidir Rialachas; Dea-chleachtas i nDearadh Clár; Polasaí IC&C srl. mar choinníoll maoinithe. 

Tá eagraíocht an pháirtí leasmhaire freagrach as árachas riachtanach uilig. Tá an páirtí leasmhar freagrach as an dóigh a gcionroinnfear agus a scaipfear an sparánacht. Caithfidh an páirtí leasmhar géilleadh do reachtaíocht shóisialta agus fhostaíochta uilig maidir le húsáid cheart na sparánachta de. 

Mar aon le dearadh agus soláthar clár forbartha bunscileanna tionsclaíochta, tá dea-theist láidir bhunaithe ar fhoireann scileanna Fís Éireann de bheith ag bainistiú agus ag tabhairt treoir do pháirtithe leasmhara agus de bheith ag comhoibriú le comhpháirtithe chun tograí a chomhlíonadh go rathúil. Sannfar comhairleoir tionscadail ón fhoireann scileanna do gach páirtí leasmhar a mhaoineofar tríd an scéim seo chun soláthar rathúil na dtionscadal cistithe a mhaoirsiú. 

Riachtanais Mhargaíochta

Sa cháipéisíocht agus san fhógraíocht uile a bhaineann le gníomhaíochtaí atá maoinithe trí Scéim Mhaoinithe Pháirtithe Leasmhara Scáileáin, ní mór a shonrú go dtacaítear leis an ngníomhaíocht trí Scéim Mhaoinithe Pháirtithe Leasmhara Scáileáin de chuid Fhís Éireann agus ní mór go gcuirfear lógó Fhís Éireann san áireamh iontu agus leibhéal infheictheachta aige atá comhréireach le céatadán na tacaíochta ó Fhís Éireann. Ní mór do na páirtithe leasmhara a chinntiú go mbaineann siad úsáid as an leagan ceart agus cothrom le dáta de lógó Fhís Éireann, lógó atá ar fáil ó fhoireann margaíochta Fhís Éireann.

Seisiún Eolais

Tabharfaidh foireann fhorbartha scileanna Fís Éireann léargas ginearálta ar an scéim chistithe, ag tabhairt eolais ar ghnéithe maoinithe, chritéir cháilitheachta, riachtanais san iarratas, phróiseas an iarratais, chonraitheoireacht agus íocaíochtaí agus ag freagairt aon cheisteanna a bheidh agat faoin scéim. 

Beidh an seisiún ar siúl ar líne Dé Máirt, 24 Márta 2026 ó 12-1i.n. agus taifeadfar é agus cuirfear ar fáil ar an leathanach gréasáin seo é mar áis.

Cruinnithe Réamh-iarratais

  • Is deis cruinniú réamh-iarratais chun plé a dhéanamh ar a oiriúnaí is atá d’iarratas don scéim seo agus is deis duit é le ceisteanna a chur nach bhfuil clúdaithe sna treoirlínte nó sa seisiún eolais.
  • Ní féidir linn tacú le hiarratais ní diúltú dóibh ag an tús – tá sé seo scartha ar fad ó phróiseas an Phainéil.

Atticus Education for Screen Careers for Transition Year Students, a programme to encourage young people to pursue a career in the screen industry by teaching them about the sector, and the importance of filmmaking today. Students across Munster will have the chance to participate in a series of online seminars with Oscar-winning producer David Puttnam, culminating in an in-person event at University College Cork. 
  4. Climate Innovation for round 2 of the Future Ready Film project, working with stakeholders who supply vehicles, equipment, services and materials to the industry to enable them to better understand what their carbon footprint is; identify/implement potential opportunities for improvement; document the costs and benefits of these opportunities; and upskill in the areas of emissions reduction, resource management and circular economy. 
  5. Cluster Fox for Big Picture Thinking, a project guiding non-filmmakers from marginalised communities through the filmmaking process, fostering skills, teamwork, and storytelling. The programme will culminate in a feature film capturing authentic lived experiences of its participants. 
  6. Cork Film Centre for Story X, an online and in-person training programme designed to build transferable skills with the objective of exploring new parameters of next generation storytelling through XR (extended reality).
  7. Cork International Film Festival for IGNITE-Docs, a bilingual talent development programme directed towards emerging Irish & Northern Irish documentary filmmakers embarking on their first or second non-fiction feature film. 
  8. Eirmersive for the expansion of the Immersive Futures workshops to three more counties. This programme, which previously ran in Galway, Limerick and Waterford, will explore the latest emerging technology tools across AI, virtual production and immersive technologies. 
  9. Emerging Limerick Filmmakers for a series of in-person and online masterclasses for young filmmakers aged 14-18, guiding them through all stages of production. Recent film graduates serve as facilitators, with established professionals as guests in sessions. A short film will premiere at the Fastnet Film Festival.

Fresh Film for In Focus, a micro documentary programme highlighting careers in film by exploring the roles within film production to reach a more diverse and targeted young audience; Hothouse, a mentored film production programme to create a collection of eight short films made by young independent filmmakers; and Fresh Futures, a mentored crash-course in virtual production technology with an aim to create a short film/proof of concept.

Furthr (Cultural and Creative Industries Skillnet) for Future Edge 2024, a six-month upskilling programme that supports creative company leaders to navigate and survive the current challenges their companies are facing and guide them towards capitalising on new opportunities to help their companies thrive in the future. 
  12. GORM Media for The Wideshot, a series of workshops, trainings and events on digital storytelling, creative-media and multimedia skills for young people aged 16-30 from under-represented backgrounds.

Imirt for the Game Jam Pilot and Incubator Hub in Galway and Dublin, a space and means for selected participants to take part in a programme to foster creative and entrepreneurial skills with the support of targeted training, a mentor program and access to a creative space and technical supports.
